EXTRACTS FROM THE RULES OF THE RFU CUP, INTERMEDIATE CUP & VASE

 

(As applied to all games up to the Semi Final stages)

 

In all rounds of the Competitions, if after 40 minutes of play each way the scores are level; there shall be an immediate period of extra time between the teams with a one-minute interval. If the scores are still equal, the team that has scored the most tries shall go forward to the next round. If this does not produce a result, the team that has scored the most goals from tries goes forward into the next round. If the scores still were equal, in all matches of the competitions save for the semi finals and final of the Cup, the visiting team shall go forward into the next round.

 

Referees for all matches up to Round(s) 6 shall be appointed by the Referees' Society which accepts responsibility for supplying Referees on a regular basis to the home club. Regulations relating to Law 6 shall not apply unless two qualified touch judges are appointed by the applicable Referees' Society AND the two participating clubs have agreed in writing twenty fours hours prior to kick off.

In all matches in Rounds 1 to 6 each club shall provide a competent touch judge who should not be a replacement. In an emergency and the consent of the Referee having been gained, a replacement may act as a Touch Judge.

 

The number of Replacements for both Intermediate and Vase games is FOUR. In the interests of safety each match in the Competitions must have sufficient front row players of 18 years of age or older to play at hooker, tight head prop and loose head prop who are suitably trained and experienced to ensure that on the first or second occasions (whether due to injury or sending off) that a replacement in any front row position is required to enable the team to continue to safely play with contested scrums.

 

If on the first or second occasion any front row player requires replacement and his team cannot provide a suitably trained and experienced replacement player of 18 years or older to continue to play safely with contested scrums, the referee, having confirmed this fact with the captain of the team (or such person nominated by the club as the manager or other persons responsible for the team,) will order uncontested scrums and the team shall be deemed to have lost the match.

 

If any match on the third or subsequent occasion any front row player requires to be replaced and his team cannot provide a suitably trained and experienced replacement player of 18 years or older, the referee having made suitable inquiries with a nominated member of the club concerned. The result of the match shall be deemed final if 60 minutes have been played

 

Where a player is temporarily suspended from the field of play which creates a third or subsequent occasion that a front row player needs replacing, matches shall continue with uncontested scrums until the player resumes playing. The match result will not deem to be invalid due to the temporary playing of these uncontested scrums.

 

If conditions prevent a match being played or such a match is abandoned before 60 minutes is played, the match shall be replayed. The Referee's decision as to the time of the abandonment is final.

 

 

 

 

 

 

 

THE CHESHIRE RFU CUP AND PLATE COMPETITIONS

 

Rule 9. The duration of each tie will be one hour and twenty minutes, unless the referee considers the match cannot be completed in accordance with the laws of the RFU, in which case the tie will be replayed on the same ground.

 

Rule 10. From the Quarter Final onwards-extra time will be played of 10 minutes each way. In the event of the scores being level at the end of such extra time the following criteria have to be applied. The team scoring the most tries shall progress. If still equal the team scoring the most goals from tries and if still equal the away team. If the final cannot be decided after 100 minutes, sudden death periods of 10 minutes each will apply. Prior to the Quarter Final stages NO EXTRA TIME will be played

 

Replacements are as per the Powergen Intermediate Cup regulations. Each team is allowed FOUR replacements, and normal regulations then apply.

 

A member of an RFU recognised Society will referee all ties. The touch judges for the final and semi finals shall be members of the said Society.   The touch judges have full powers under Law 6 and Law 10

 

LANCASHIRE COUNTY RFU CUP COMPETITIONS

(Excluding Colts, no extra time shall take place in any game)

Rule 6. In all matches a maximum of SIX players be permitted as replacements. Seven for colt's teams.

 

Rule 9. In all matches up to and including the semi finals there is to NO EXTRA TIME. The winner shall be decided from the most tries, most goals from tries and then the away team In the Final 10 minutes each way shall be played and then the tries and goals from tries shall be used. If there is still no resolution the teams shall be declared joint winners, with a coin toss deciding any National Cup Seeding.  

 

Rule 10. In the event of both captains not agreeing to the state of the grounds, the referee will make the final decision.
 

THE RULES FOR THE HALBRO CUP COMPETITIONS.

 

1. The four competitions will be known as, The Halbro Cup, The Halbro Trophy, The Halbro Shield and The Halbro Plate.

 

2. The Halbro Cup will be played for by Premier League Clubs and Division 1 Clubs.

    The Halbro Trophy will be played for by clubs from Division 2 and Division 3 (North) & 3(South).

    The Halbro Shield will be played for by clubs from Division 4(N), (E) & (W).

    The Halbro Plate will be played for by clubs from Division 5 (N), (S),  (E) & (W).

 

3. All clubs who enter Miller Homes Leagues must enter the Halbro Cup as a condition of entry.

 

4. The Competitions will be played on a Knock-out basis. The ties will be played as drawn.

 

5. A player must be a bona fide member of a Club to play in the competition.

 

6. All matches will be played on the grounds of the first drawn except by special permission of the Committee. The finals will be played at a nominated Club.

 

7. Each round will be drawn after completion of the previous round. The draw will be published on the Web Site.

 

8. All matches will be played in accordance with our rules for the Leagues except where explicitly varied by rule 9.

 

9. Replacements will be allowed as for our present League Rules. In the finals 5 replacements will be allowed, two of which must be able to play front row.

 

10. All matches will be played under the Laws of The Rugby Football Union. Referees where possible must be society Referees although as in our Leagues where a Society Referee cannot be appointed usual arrangements must be made. It is the Home Clubs responsibility to pay expenses.

 

11. Any match unable to be played on the scheduled date should be communicated to the Miller Homes League Secretary. Reasons will be discussed and a decision made once the facts are known.

 

12(a). In the event of inclement weather or a ground unfit to play THE HOST CLUB SHOULD EXPLORE THE POSSIBILITY OF PLAYING THE GAME AT THE AWAY VENUE or on a neutral ground on the nominated date. If this is not possible the Committee will nominate a date which could be a Sunday bearing in mind the tight fixture schedule.

 

    b). Normal KO times will be played as per the time of the season for any Cup Ties. A change of KO time is acceptable as long as this is mutually agreed between the two Clubs concerned. If there is a difference of opinion then an appeal to the Committee should be made. Normally, except in extreme cases this would mean a decision to play the game at the normal KO time, in line with the first sentence.

 

    c). In the event of both Captains not agreeing to the condition of the ground the final decision will be made by the referee.

 

13. IN THE EVENT OF A DRAW AT FULL TIME.

    a) Ties up to and including the Semi-Finals: The winners shall be decided by the team which has scored the most tries. If still undecided then the team that has scored the most goals from tries. If still undecided then the away team will be declared the winner. NO EXTRA TIME TO BE PLAYED.

 

    b) FINAL TIES: Extra time of ten minutes each way to be played, choice of ends to be decided by toss of a coin. In the event of scores still being equal at the conclusion of extra time the winners will be decided by the team which has scored most tries over the 100 minutes played. If still undecided then by the team which has scored the most goals from the tries. If no result the Trophy will be shared.

 

14. In the event of an abandonment during the match due to the weather then provided 60 minutes have been played the score and result stands, otherwise the game must be replayed.

If the referee has cause to abandon the game for any other reason than the weather irrespective of the minutes played the match result will be determined by the committee who will take into consideration all events leading up to the abandonment. They may order the match to be replayed dependent on the reason for abandonment.

 

15. The home Club will change strip in the event of a colour clash.

 

16. It is the responsibility of both Clubs to forward the Match Result to the Secretary of that league in line with our strict League Rules.

 

17(a). Any team conceding a match will have that game added to the number conceded in the league.

 

    (b). Any team failing to fulfil a fixture in either the semi-final or final shall be excluded from the league in the season of the failure and the following season and thereafter will be required to make a formal application to be readmitted to to the league appropriate to its standing.  

 

18(a). The Committee will be the sole interpreters of these rules.

 

    (b). Should a team wish to appeal against a decision of the Committee notice of the appeal must be forwarded to the League Secretary within 7 days of the Committee's decision (time being of the essence).

 

    (c). Such appeal will be heard by an independent panel consisting of a panel chaired by a lawyer.

 

    (d). All appeal costs to be borne by team making the appeal.

 

19. Front Row:   A Team without a recognised front row will not be allowed to fulfil the Cup fixture and such fixture will be counted as a conceded game. Uncontested scrums will not be allowed from the start of the game. If uncontested scrums are required through injury after the start of the game then the result will stand.

 

The Committee cannot accept any responsibility for any Team that may try to fulfil a fixture with an unrecognised front row.
